That kernel is actually creating the problem. Firstly, your
new kernel has a version tht is lower than the kernel that is
installed: that creates the first error about downgrades.
Then you have pcmcia-modules installed, and the version
installed has a higher version number than you are trying to install,
and that is a problem.
Finally, you can't just downgrade the kernel-image by itself,
without also installing the modules at the same time, since the
installed pcmcia-modules shall object to downgrading the kernel-image
as well.
Also, please note that you are trying to install 2.2.18pre21
on top of a previous version; that has potential problems with
modules (especially if you change the .config file). The
documentation talks about moving /lib/modules/2.2.18pre21 away before
installing.
