I wouldn't think the question is off-topic as it is about a Debian
package but the answer is easily discoverable. The Debian Packages of
whatever Debian site you use has a search facility which is very useful
for the sort of thing you ask about. You could check that it gives you
what I obtained. Looks like foiltex is what you want.
