You can install it in /usr/local/bin so that most programs on your
system will keep on using the version of perl they're known to work
correctly with, but you can use the newer one for your own projects.

Yes, perl is quite intimately wired into the Debian system.

woody will ship with perl-5.6.1, assuming nothing newer has been
released before then.
