I is probably in the xbase-clients package. I guess you have to be root in 
order to run it.
You might try 
    dpkg -l xbase-clients
in order to verify if this package is installed:

[03:37:40 tmp]$ dpkg -l xbase-clients
Desired=Unknown/Install/Remove/Purge/Hold
| Status=Not/Installed/Config-files/Unpacked/Failed-config/Half-installed
