typically, the graphical display/login managers like gdm exhibit this
behaviour if your login shell isn't listed in /etc/shells -- so you
might want to check that (if unsure about your login shell: it's the
last entry of the lines in /etc/passwd).
I'm not sure, however, whether in this case it would be possible to
login at all (remotely or via console)...

if you have X already running, then this is the message one would
expect. If not, then simply do what the message suggests ;)
