Or uncomment the lines in /etc/lynx.cfg:

#http_proxy:http://localhost:5865/

#news_proxy:http://some.server.dom:port/
#newspost_proxy:http://some.server.dom:port/

#snewsreply_proxy:http://some.server.dom:port/

#cso_proxy:http://some.server.dom:port/
#no_proxy:reg.excite.com

for whatever ports you need.
