It's a proprietary license. It comes in two versions - one that costs
(I think) $35, and one that's free (as in beer) but has a little ad
banner in the upper right-hand corner.
It's actually not a bad browser, fairly zippy at displaying pages.
If the licensing is important to you, try Konqueror. Konqueror still has
a few glitches, but it's replaced Netscape for me. Overall it's a very
good browser.
