New openssh debs..why not?

I recently did apt-get install ssh and it is an older version than I am
using on my redhat boxes. How come debian isn't current on the new
openssh packages.

Debian
---------
SSH Version OpenSSH-1.2.3, protocol version 1.5.
Compiled with SSL.

RedHat
----------
SSH Version OpenSSH_2.3.0p1, protocol versions 1.5/2.0.
Compiled with SSL (0x0090581f).

Just a slight difference!!!!(major understatement)
