First, that's X or the X window system.  Legacy MS Windows is something
else.

Look yourself.  This is Debian, not Red Hat.

  - Initdefault _is_ 2.

  - [xwgk]dm starts at runlevels 2, 3, 4, and 5. 

See /etc/inittab, /etc/rc?.d/*dm.  And /etc/init.d/README, and
references therein.
