Updating /proc/net/snmp ...

Hi  everybody !!!

I have a question. Who is responsible for updating tcp information into
/proc/net/snmp file.?

The man proc says  :
"    snmp   This file holds the ASCII data needed for
                     the IP, ICMP, TCP and UDP management
                     information bases for an snmp agent. As of
                     writing the TCP mib is incomplete. It is
                     hoped to have it completed by 1.2.0. "

Some information is updated but others one as  PassiveOpens is not.

I hope someone can help me.
