I've not used apache-ssl myself, but rather libapache-mod-ssl.

libapache-mod-ssl comes with a "mod-ssl-makecert" script that takes care of
most certificate-related actions. It's documented (briefly) in the
README.Debian in libapache-mod-ssl-doc.
