How do I create a boot floppy for an installation?

If I want to create a floppy to boot a system (so that I can
burn it into a bootable CDROM during a subsequent step),
do I use the mkboot utility?

The documentation on mkboot is a little sparse and it is
not clear if it used for the hd or for floppies.
