	Check the kernel config for CONFIG_APM_DISABLE_BY_DEFAULT. In the
stock kernel 2.2.18 it is set=y. So even though CONFIG_APM=y you have to
unset the DIASABLE_BY_DEFAULT with apm=on.
	Next time you recompile the kernel make sure DISABLE_BY_DEFAULT
is not set. I think older kernels did not have this default.
