networking utilities and developing utilidies (plus internet apps)) no X.

Yes, it should.

Nope.

Nope - you could 'telinit 1' to drop to single-user mode and 'telinit 2'
to bring the system back up to multi-user if you really wanted to make
sure that all services got properly restarted, but that definitely
shouldn't be necessary.
