Deliberately so. You can then just install the required dependencies and
run 'dpkg --configure --pending'. Before the development of apt, this
was a fairly common practice.

Read the dpkg code - it's quite a bit more complex than that. Managing
conffiles, preventing certain classes of broken package installations,
recording what's installed on your system so you can easily remove it
later without damaging other stuff, etc. What you're describing is just
dpkg-deb (and not all of it at that).
Anyway, if you don't like package managers, Slackware is --> that way.
