ttyS3 permissions



My modem is on ttyS3 and something in the Debian 2.2, appears to be
setting the permissions to 0640. I have grepped through the startup
scripts in /etc/rc2.d and the scripts in /etc/cron.* for the strings tty
and chmod, but not found what's doing this. 

I have also been unable to find any clues with Google. Any pointers to
teh cause of this problem will be gratefully received.
