make shure, in /etc/inputrc you have the line 
set convert-meta off 

(at least this helped for germen characters in the console)

if less complains about a binary file when viewing a file with spanish
characters try setting
LC_CTYPE=es_ES ISO-8859-1
or whatever codepage you use.
