Sure it can -- -if- you install the non-free modules for GIF.

Compressed GIFs are not Free: if you use them on a website, you may find
Unisys demanding $5k from you for usage of their claimed patent.

Yes, software patents (and 'process patents' and probably patents in
general) are strange: complain to Congress.
