can't load module

Hi,

I'm trying to build a rescue cd based on debian 2.2.
My problem is that I can't load the network card module in the rescue
system, but on my debian 2.2 box.
Both systems are using the same kernel and the same modules.

eg on the rescue cd:
    rescue:~# insmod pcnet32
    Using /lib/modules/2.2.17/net pcnet32.o
    rescue:~# lsmod
    Module Size Used by
    pcnet32 10924 0 (unused)
    rescue:~#

and on my debian box:
    timo:~# insmod pcnet32
    Using /lib/modules/2.2.17/net pcnet32.o
pcnet32.c: PCI bios is present, checking for devices...
PCI Master Bit has not been set. Setting...
    Found PCnet/PCI at 0x1000, irq 9.
    eth0: PCnet/PCI II 79C970A at 0x1000, 00 50 56 92 00 01 assigned IRQ 9.
    pcnet32.c:v1.25kf 26.9.1999 tsbogend@alpha.franken.de
    rescue:~# lsmod
    Module Size Used by
    pcnet32 10924 0 (unused)
    rescue:~#

Any Ideas what went wrong?
