Does this problem reoccur if you cycle the power on the modem?
All my USR modems have a fault which develops only after the
modem has been switched on a long time. The modem "works" in the
sense that it reflects the various commands including the Dial string,
but it just doesn't go off hook, so nothing actually happens.
This can even happen just after it has answered a call which instructed
mgetty to callback. (I've never noticed what the lights are doing.)
