There are blocks of IP's that are known to be used only for dialups. There
isn't a formal standard or anything for this, so it may be that the people
that publish the blacklists haven't noticed that the block you are in is
being used for dialup.

Spammers open ISP accounts under false names and then pump out as much spam
as possible before the account is terminated. They obviously wouldn't get
far using the ISP's smarthost, so they try to deliver directly.
