apt-get doesn't resolve dependencies

I was trying to install/upgrade various things in Potato using apt-get.

It fetched numerous files but then hung when it started to install
them. I tried to do this manually in /var/cache/apt/archives; some
worked, but some didn't (perl, vim) because various dependencies hadn't
been fetched.

Mozilla did install but won't run because it can't find libplds4.so.

I used apt-get install <foo> to do the above. Was this the wrong
method?
