Do you have the telnet daemon enabled in /etc/inetd.conf ?
Look for a line something like :
telnet stream tcp nowait root /usr/sbin/tcpd /usr/sbin/in.telnetd
If the "telnet" entry is commented out ("#") then it's disabled.
Just remove the '#'.
