My mistakes was more basical one.
/usr/sbin/hwclock's output was deferent from /bin/date's output.

I repaired /etc/default/rcS as below....
# Set GMT="-u" if your system clock is set to GMT, and GMT="" if not.
GMT="-u"    -----> ""
