Have a look at the SCSI-programming-HOWTO, in particular section

  4.3.1.  Dynamically insert and remove SCSI devices

it goes like (replace the 0's with your scanners dev. nrs.):

  # echo "scsi add-single-device 0 0 0 0" >/proc/scsi/scsi

  # echo "scsi remove-single-device 0 0 0 0" >/proc/scsi/scsi
