It is the right thing provided that you used a potato (or stable) archive in
your /etc/apt/sources.list.

You don't have to download ALL the packages from the FTP-Server in order to
install some of them. apt-get and Debian packaging system are smart enough to
get you whatever you need when you are trying to install some package.
However I am not sure whether a defualt potato kernel has isdn support
compiled in. Are you getting lines that do not begin with the hash mark (#)
when you run
grep ISDN /boot/config*
?

What you did so far seems fine. Just keep going and you'll have what you want.
Beside help from this list, take a look at /usr/share/doc/isdnutils once
you'll have it installed.
