Move the /etc/rc2.d/S99xdm link to /etc/rc2.d/s99xdm.

You could also set up a Red Hat-like system if you want; have a link to
xdm in /etc/rc5.d, and no such link in /etc/rc3.d, and the two
directories otherwise identical. Then you can use runlevels 3 and 5 as
you do in other distributions, and Debian won't override your choice.

Debian's general runlevel policy is to provide a basic default that
system administrators can modify as they like.
