Install the grep-dctrl package, then (this is on a woody system):

  [cjw44@riva ~]$ grep-available -nsPackage -FProvides libgl-dev
  mesag3+ggi-dev
  mesag-dev
  libutahglx-dev
  mesag-glide2-dev

Alternatively, you could use dselect and you'll get a list of packages
providing the virtual package libgl-dev in the dependency resolution
screen.
