i alias emacs to emacs -nw in /root/.bashrc like so:

alias emacs='emacs -nw'

i also set EDITOR to:

EDITOR="/usr/bin/emacs -nw"

which works in everything except edquota.  

this prevents emacs from trying to use X which is a GOOD thing when
your root.  running X based anything as root is a BAD idea.

you can also run 'su -' instead of just 'su' which stops things like
emacs from trying to use X.  (since the DISPLAY variable is removed
this way)
