xcdroast permissions

xcdroast claims that it _must_ run as root and needs to have suid set. The
Debian xcdroast package installs in non-suid.

Do the Debianites know something the program and its documentation don't? Is
it possible to make xcdroast work non-suid? If so, how? If not, why is it
installed in a nonworking state?
