make config has the exact same help, just answer `?' and you get the
help output.

as for the TSC, you could look at /proc/cpuinfo in the `Flags: line,
on a 586 system i have here it shows:

flags           : fpu vme de pse tsc msr mce cx8

i don't know how accurate that is, fwiw i compiled a kernel with
Pentium option (with TSC) and it seems to be working ok.
