non-us potato-proposed-updates: no Packages?

http://non-us.debian.org/dists/potato-proposed-updates/ does not 
contain a Packages file, therefore it is not apt-get-able. This is 
in contrast to 
http://http.us.debian.org/dists/potato-proposed-updates/ which makes 
me think that something is wrong here!?
