Yes.

Under /usr/share/keymaps/ you'll find a set of system keymaps.

Generally, you'll want to modify the following keys in your default
keymap:

    #keycode  29 = Control
    keycode  29 = Caps_Lock

    #keycode  58 = Caps_Lock
    keycode  58 = Control

Load this change with the loadkeys commands, or edit your console-tools
configuration files to do this automatically at system startup.
