my .xsession file looks like this.

xscreensaver &
exec wmaker

it first starts the screensaver in the bg and then gives control to the window manager.
when you log in there pops up a screensaver window for a few seconds where you can configure the screensaver.
I just looked where the screen standby is configured, but I think this is, at least on my system, done by the bios.
