libc6-dev.

No. gcc Recommends: libc-dev (which libc6-dev) provides. It needs libc-dev
in order to compile regular programs. It doesn't have a Depends: libc-dev as
there is a common use of gcc for which libc-dev isn't required: building
kernels.
