ahemm, LCP doesn´t even come up, the remote side isn´t sending you any
packets at all. Authentication (PAP,CHAP,whatever) takes place _after_
LCP.

Maybe the remote side is somewhat misconsigured or you need to send
some black-magic packet(s) to start ppp on the remote end? In my
experience this is often the case if you have a shell account where 
you have to issue a "start ppp" or similar to fire ppp or there is
kind of a misconfigured tunneling (L2TP comes to mind especially)
which isn´t configured properly.
