Do you get a log from mgetty and/or ppp?  Let's see as much logging
information and config files as possible.

I definitely suggest making the shell stuff work first (you could
HyperTerm from Win95, if that's what you're using).  Then, move on to
AutoPPP, Windows Dialup, and telnet.
