Neighbor table overflow

What is neighor table overflow??

 

I'm getting this after changing the IP addr of a machine

 

I changed /etc/network/interface   from xxx.xxx.xxx.17  to xxx.xxx.xxx.16

 

I had seen this before when I switched a diff machine to a 192.168.100 addr, but I never found a solution
