make config

I a looking for a way to install the hpfs file system. I thought I would
try "make config."

When I type "make config" I get an error message: No rule to make target
'config'. Stop.

A similar message occurs when I type: make menucofig.

I think something must be missing.
Any suggestions will be appreciated.
