[Bug or feature?] Blockcursor in emacsen - ncurses to blame?

It has been observed that Emacs 20.5 uses a large, blinking cursor -
which is very annoying.

Anyone who knows how to get rid of it?

Jeb Bateman observed the following in a private discussion:
-------
Same here, until last night when I decided to wait through the 22Mb
download and install xemacs to see if it was affected. It was not! That's
good news, since I can live with xemacs until the Debian bug is fixed (and
maybe longer ;-) The really strange thing though is that when you quit
xemacs, then the rest of the system has the ugly block cursor! Start up
regular emacs, still block cursor. Quit regular emacs, system has normal
cursor!
-------

Jeb spoke about filling a bug report but asked me to post here too.

This might be partly related to ncurses (see bug #54857,
<URL:http://www.debian.org/Bugs/db/54/54857.html>) since Bruce Linton
said that he seen this problem with a large, blinking block cursor
since he reinstalled ncurses.

Conclusions?
