I had the same problem.  Compose did not work.  So I replaced my
/etc/kbd/default.map.gz with one of the keyboard maps from the kernel
source.  I think I used
/usr/src/kernel-source-2.2.9/drivers/char/defkeymap.map, gzipped it and
renamed it to /etc/kbd/default.map.gz.
