debian-devel might be better suited for potato (aka unstable) specific
issues. However, if you are unsure, then post in debian-user.

This is what I would do:

1. lookup http://bugs.debian.org/emacs
and http://bugs.debian.org/xemacs

to check the bug hasn't already been reported.

2. install the bug package.

3. type "bug emacs" or "bug xemacs" to file a bug report.
