What do you mean by "using the second"?

I wonder if this is a known bug. Can you reproduce it?
Please report it if necessary.

Try mke2fs /dev/hdd2 or /dev/hdd5 depending on if the ~3GB is in a
primary or extended partition. 

/dev/hdd is the complete hard disk.

Please post a "fdisk -l", if it does not work.
What does dmesg report?

mke2fs is the formatter.
