You need to install the gtk-dev package also.
This is what I have on Potato. The version is different for Slink.
ii libgtk1.2 1.2.3-2 The GIMP Toolkit set of widgets for X
ii libgtk1.2-dev 1.2.3-2 Development files for the GIMP Toolkit
