Try 'wc -l' and not 'tail -1', the line number from grep is counting all
the output lines and not just the matching Package lines.

# apt-cache unmet | grep -n ^Package | tail -1
321:Package karchiveur version 0.52-1 has an unmet dep:
# apt-cache unmet | wc -l
    322
# apt-cache unmet | grep -n ^Package | wc -l
    148
