Add your users to the 'dip' group.  Change the permissions on pppd back to

-rwsr-x---    1 root     dip        179664 Oct 25 08:41 /usr/sbin/pppd

and those on the provider file back to

-rw-r-----    1 root     dip           399 Dec  5 13:30 /etc/chatscripts/provider
