Indeed.  I recommend the following upgrade procedure:

   * edit /etc/apt/sources.list changing stable to potato or unstable,
     and changing non-us.debian.org "stable non-US" to "potato/non-US
     main contrib non-free".
   * apt-get update
   * apt-get install apt
   * apt-get install bash
   * dselect

This is what I have been using to upgrade new machines.  Does it make
sense?  Any of it unnecessary?

But yes, this should probably be fixed.
