I have added the following to my .emacs, you can customize to your
liking.  I think the syntax my be updated now but I have used this for
years and it still works.

;;; make C-cp fill-paragraph
(global-set-key "\C-cp" 'fill-paragraph) 

A quick look at the xemacs info docs show that the following should work
as well.

(global-set-key '[(control c) (c)] 'fill-paragraph)

There is more info in the man page and in the xemacs info document in
the 'X Resources' node.
