Look in /etc/syslog.conf.  The last lines should be:

daemon.*,mail.*;\
        news.crit;news.err;news.notice;\
        *.=debug;*.=info;\
        *.=notice;*.=warn       |/dev/xconsole

local2.*                -/var/log/ppp.log

Did you upgrade syslog?
