This is properly set up by default on a Debian system to reboot.
(Specifically, it executes "/sbin/shutdown -t1 -r now". Some people (me
included) add the -a option to this). The file is /etc/inittab, the line
looks something like this:
# What to do when CTRL-ALT-DEL is pressed.
ca:12345:ctrlaltdel:/sbin/shutdown -t1 -r now
